I tracked down the element that is intended to be draggable, but I can't find any code that ever makes it visible.
Perhaps it is a feature that got killed, but not completely cleaned up. Or maybe it is used on the CMS side of the site, but is leaking a bit into the public.
I sent an email to webmaster@ and through their contact form, but got no reply :).
